The first of two films dealing with the comprehensive social and economic development plan for Prince Edward Island. In essence the films are a study of the dynamics of the plan, the relationships and communication between the planners and the planned-for, and between the planners and the governments involved. This first film shows events, over a ten-day period, that led up to the plan. This is democracy in action, a laborious though persistent process.
