In celebration of "Earth Day", Kevin Kelp, an ex- Greenpeace activist, has converted the city's old incinerator into a recycling plant. This is a great disappointment to Admiral Bubbles, who decides to use it to unleash a toxic cloud of pollution that will leave the city buried for months. He disguises himself as a rare miniature blue whale, and calls on Kevin to "rescue him" from his fishbowl in Beanie's bedroom. He becomes the star attraction of Kevin Kelp's Eco- Center and is unveiled to the world at a press conference. Beanie, who has recognized his goldfish while watching the televised show, confronts him at the Eco-Center. Learning of his plan, Beanie disposes of all the recycling in the plant, leaving the goldfish nothing to burn, but is ejected from the premises by Kevin Kelp himself. Beanie is too late: the incinerator has started, and Kevin has left with the goldfish to "release him back in to the freedom of the ocean". Using the sprinklers in the factory, Beanie manages to drown out the incinerator, and then races to the dock finding them beached in all the recycling that Beanie had dumped in a disposal chute.
