Cape Breton Island, rich in coal, has been the scene of the most bitter labour
dispute in Canadian history because the development of its resources has
largely been determined by political and economic forces from outside the
Island. This film illustrates the efforts of the Nova Scotia and federal
governments, through the Cape Breton Development Corporation (DEVCO), to
stimulate and diversify the economy and to create jobs.
